The GPL text is omitted from the javascript files to lessen bandwidth, and improve download speed, as multiple downloads per page may be used in practise. When used these scripts must have the file extension .js , presently they have the extension .txt so that they render in your browser correctly.
To add one of these scripts to your document, copy it to your webserver,ensure the file extension is .js and include this line in your html/xhtml:
<script type="text/javascript" src="/filepath/filename.js"></script>
If it fails to work - shoot it.
